Hmm, yeah. Now I see what you're saying. The problem is mainly that Palestinians hold zero leverage over Israelis. They can't win militarily, and they can't bring about any sort of economic pressure on their own, which puts them in a unique situation. Nor can they appeal to the conscience of the Israeli government, because it doesn't seem to have one. It's this very conundrum that made suicide bombing look so attractive for awhile.
I think probably the best option is a combination of international moral and economic pressure—which is possible, I think—and local cooperation with emerging democracies, if that's the way the Arab Spring develops. But I don't really know what that would look like either.
