Catch-22 is how I first thought about it. I used to date a Deaf guy who needed hearing aids to be able to work. Disability provided crappy ones. The only jobs that he, as a young Deaf guy without much post-secondary education, could get, were minimum wage with no benefits. So why go off disability, ever? It was a total trap.
