that's exactly why we didn't go to the tribunal & just decided to take another apartment [getting a rent decrease in the process -- so no complaints...even if we CAN still hear the fucker's tv in the courtyard]. i knew there was no way i'd be able to face the tribunal or take the time off work.

but that sucks about everyone backing out on you like that. e. told me that the FMTA once organised this building about something [i can't remember what] & won, so i'm sure that it could be done again if necessary. that's probably why our landlord isn't very uptight about rents being late & doesn't increase the rent. then again, the repairs are a little on the lax side, but they do get done eventually.
