It depends. There’s still a lot of places in the US where one can hunker down and wait until things get quieter.

Having read a lot more about this now, my sense is that based on the fact that this dude was a careful planner but also seems to have deliberately done things where his face got seen (like going to Starbucks but discarding the items without using them, which indicates he never actually needed to go in there), I wouldn’t put facial prosthetics past him. I used to do haunted house stuff and know from experience that professional prosthetics are fully manageable for an amateur who’s spent a 5-10 hours learning how to adhere them accurately and blend the edges with makeup. My guess is that the dude they think they’re looking for may look nothing like the dude they’re actually looking for.

It sounds like he interacted with enough people that if he was wearing a cheap mask, it would have been noticed. But professional-level partial-face prosthetics can be had for $40 or so, or a professional-level full face prosthetic cost a few hundred back when I was doing Haunt stuff; they might even be cheaper now. As long as you’re blending it properly, nobody’s going notice a thing amiss, especially during the kind of brief encounters he was engaging in.

The Winchester?

There's a video I was on Imagur earlier that had a mesh face mask that looked remarkably "realistic" under a hoodie. The guy had a range, white, black, animal and anime (among others) and they would be easily enough to fool a camera and some facial recognition.

Not sure about IRL, but between that and some prosthetics, I'm not even sure the person is a white male.

(Aside from the gun violence).
