Even the FBI's most wanted domestic terrorist (who now isn't, since he's been caught and thrown in solitary) was wanted for property crimes—torching SUVs. If we lived in a sane culture, without a very lucrative industry built up around prisons and courts, there'd be a great deal fewer "criminals."
