Seriously, what's the point of issuing vague reports (Al Qaeda wants nuclear weapons? I bet they want a pony, too) other than to make people needlessly frightened? Oh, right. That's the whole point of terrorism.

Not that anyone who wanted to couldn't come up with their own ideas easily enough.

I could see a strategy (if there really were an anti-terrorism strategy, which there isn't) of encouraging terrorists to think that certain easily detected methods would be the most effective terror tools.

I doubt anyone is stupid enough to bother with nukes, though.
