You probably already know this, but JMS was given the impression that the show wouldn't get a fifth season, so he tried to compress all the intended storylines of what would have been the last two seasons into Season 4. When he got word that the show got signed on for a fifth season at the last minute, most of his planned stories were already used, leaving only the Drakh (uhh, I mean, drek) and stuff that foreshadowed events that were mentioned in the super-distant finale.
