I don't actually know if cancelling elections in the middle of an election is legal. It seems like one of those things that shouldn't be. But also, there is no one to stop him because he has a majority. There would have to be a court challenge, and by the time that is done, the damage will have already happened. That's also how these guys win elections; they engage in blatantly illegal activity but it's impossible to undo the election results after the fact.
