To play devil's advocate, though (and assuming the fire was not set by someone who stood to profit but by someone who opposed the expansion), the choice to quell resistance is in the hands of the State, not the resister. One can't blame someone for trying.
But given the context of widespread opposition, it sounds like a politically stupid move if it wasn't set by someone connected to the resort.
