We had some sort of reduce-Canada's-pollutants-by-one-tonne or something awhile ago, complete with a cute Rick Mercer ad campaign. I'm not sure anything ever came of it.
I think the shift came when Kalle Lasn realized he was raking in the big bucks with a big glossy magazine. It was probably before the shoe thing, although that was the first big indicator.
