If it's public, it has to be open to everyone. I'm not planning to have kids, but if I did, and even if they were white kids, I would consider sending them to a black-focused alternative school.
The other thing I should mention is that in Ontario, we have publicly-funded Catholic schools, which non-Catholics can attend but not teach at. I'm actually for abolishing these because, unlike the proposed black-focused schools, they do discriminate on the taxpayer's dime.
