While yet another homeless man dies, brain trusts on CBC are currently debating a new way to combat panhandling: fines. (No link yet; more to come.) I can remember them talking about this brilliant idea since at least the Harris era, when they wanted to fine squeegie kids. (Hat tip:zingerella.)
