Here's a solution no one's thought of before!
Just tell the gangbangers to leave town. Go somewhere else! Why hasn't anyone tried this yet?
(Meanwhile, he won't ask the province for money for social programs because he doesn't believe in handing out "free money." Unless it's to cops.)
Remember that time the Honourable Wifebeater voted against a $350,000 handout from the federal government for anti-gang initiatives? I do! If you live in Toronto, I hope you do too!

Problem is, Toronto would have to become an independent city state before it could exile people.
In Athens they used to have a vote each year to choose one person to exile. I'm guessing that if Toronto had that, Ford would win hands-down.
Maybe this isn't such a bad idea.
