I think Martin was the one who re-criminalized pot, although I could be wrong. You're likely thinking of Chrétien, who used to smoke it.

well i don't know what martin himself thinks. he's not my prime minister. and i don't know about legalization. but there was definitely a decrim bill, because we've been hearing about it for years. some sort of advisory panel or something was set up back in the day, and it recommended decrim a couple years ago, and it's been slowly moving through the legislative apparati, and now apparently it's stuck in the "house justice committee." whatever that is. this is separate from medicinal, but not full legalization. i don't know how your esteemed prime minister actually feels about this, but i know his party is at least halfheartedly behind it (not enough to put it on their web site though, as far as i can tell). at any rate, a quick google news search turned up this article—note C-17. i don't know whose behind it, i don't know who supports it, but it's unfortunate that it's lost to us now. a setback for all of western civilization.
