Also, an aggressive advertising and public education campaign aimed at inner-suburbanites and 905-ers, pointing out that driving contributes directly to the smog that contributes directly to their kids' respiratory ailments.
Also banning temperatures above 30 degrees celsius. That'll work.

You should see the Richmond fire department, and what kind of equipment they have. Talk about a city service that doesn't worry about budget cuts! (Gigantic fire trucks that are brand new, and mobile locker rooms with hazmat suits, also spit-polish new!)

Of course that would make the entire Docklands, the film district, and a few industrial areas expensive for deliveries, but other cities have managed.
