I've passed Deco a number of times and I really do like their red and black logo (not the tagline under it; that's awful). Note that this is actually the same Doug Ford and the same Deco (the business expanded into the US at one point).

It's in the confederate shades of red and blue. The stars represent the state's grand divisions, with no particular star representing any particular division, with the stars arranged so that no star has obvious prominence.
Here's the old state logo. It was the tristar taken directly from the flag. Sometimes it was on a red field.
Here's the new logo. I can at least say that it has the postal code state abbreviation in it and therefore might be more legible to out-of-staters, although the old one usually said "Tennessee" under it. As does this one. The red is indeed a brighter shade, and the font of the T somewhat represents the University of TN "Power T" they use in their logo.
The PR company got I think around $50k for this, and then of course all the stationery had to be re-ordered, and the web sites redesigned, and the trucks repainted.
